Totally depends on context and objectives. An influencer could be a policy maker who has the power to change legislation, for example, therefore being a desirable target for certain campaigns, lobbying, petitions, etc. Another influencer could be a celebrity on social media with a large following. Different objectives, different audiences, different approaches. Technically every single person is an influencer otherwise word of mouth would be defunct.
